Oregon court rules & publisher orders

Search a rule number or topic in circuit-court local rules and statewide UTCR. County filters select sources; they do not determine the court, venue or applicable law.

36 Oregon counties · 27 local rulebooks · 24 UTCR chapter PDFs

Machine-extracted or machine-OCR source text, not independently validated legal requirements. Later amendments, case orders, exceptions, signatures, service, fees and deadlines require original-source review. Reserved and repealed chapters do not create requirements.

Reserved and repealed-only chapters are retained as such. Amendment and supplemental orders are searched separately because their extracted text may include deleted or superseded provisions. Some scans have machine OCR, visibly labeled and unreviewed. Remaining scans have original-source links only. Verify all text and amendment markings in the PDF.

All 36 counties have a mapped SLR rulebook. Supplemental orders remain incomplete. A zero below means no retained order in this collection; it does not mean that the court has no orders. OCR counts are machine-recognized documents, not legal review.

ORS 84.052 authorizes the use of electronic signatures.

Allowing the State Court Administrator to conduct a review of circuit court records and
determine and automate the setting aside of eligible judgments and sealing the official
record in the cases using electronic data processing techniques will reduce judicial
workload and assist the circuit court with administering the requirements in ORS
105.164 promptly and efficiently.

IT IS HEREBY ORDERED AS FOLLOWS:

1.

The Office of the State Court Administrator may review circuit court records and
determine and automate the setting aside of eligible judgments and sealing the official
records in the cases using electronic data processing techniques and pursuant to the
criteria in ORS 105.164 and House Bill 2001 (2023), Section 66, chapter 13, Oregon
Laws 2023.

The Office of the State Court Administrator may affix an electronic signature of the
presiding judge on orders to set aside eligible judgments and seal the official records in
the cases under this Presiding Judge Order.

The Office of the State Court Administrator may electronically seal circuit court official
records as required by ORS 105.164, amended by Oregon Laws 2025, chapter 256,
section 21 (Senate Bill 98) and Oregon Laws 2023, chapter 30, section 66, compiled as
a note after ORS 105.164 through automated electronic data processing techniques.

A copy of a case specific order to set aside the judgment and seal the official records in
the case may be attached to each case through an Automated Processing Integration
procedure managed by the Office of the State Court Administrator.

When the Office of the State Court Administrator provides the circuit court with a list of
records that it is unable to set aside and seal through existing electronic data processing
techniques, the circuit court retains the responsibility to set aside and seal eligible
records.

Dated this 2i‘day of _AJovember_, 2025.

Matthew J. Donohue
Presiding Judge
