Choosing a civil protection route: FAPA, stalking or SAPO
Oregon has several civil protection processes with different relationships, conduct and findings. FAPA, stalking and Sexual Abuse Protection Orders (SAPO) should not be treated as interchangeable forms. The legal route depends on facts and existing orders. Your next step from this selection
Compare the official protective-order categories before choosing a packet. Relationship, ages and conduct matter; harm or threats alone do not establish FAPA eligibility.

How this process generally works
- Identify the conduct, relationship and existing orders
- Distinguish the statutory routes
- Use the selected petition and hearing process
- Read the order and contest or change it through the proper route
General sequence; stages and conditional steps can differ. Source 1 · Source 2 · Source 3 · Source 4 · Source 5 · Source 6 · Source 7
Eligibility
- What relationship, ages and incidents are involved?
- Are contacts repeated, sexual abuse alleged, or family abuse alleged?
- What existing orders or pending proceedings restrict contact?
Source-linked explanation; applicability remains conditional. Source 1 · Source 2 · Source 3 · Source 4 · Source 5 · Source 6 · Source 7
These are matters to verify, not a finding that you qualify. Incomplete facts and unreviewed exceptions remain unresolved.
Preparation
- Compare the actual relationship, conduct and existing-order facts with the current publisher packet before selecting a route.
- Keep a dated incident/contact record and copies of existing orders for qualified review and the chosen petition.

Forms
Official protective-order comparison. A complete form inventory and identifiers have not been established for this guide.
Check companion documents, signatures, confidential information and the filing court. Completed fields do not establish legal sufficiency. Forms metadata: Explore existing Forms Intelligence and official form profiles.
Filing
- Use the linked court’s current filing instructions to confirm counter, mail, eFiling or available Guide & File submission. Electronic availability depends on the document and court. A download here does not file anything.
Source-linked explanation; applicability remains conditional. Source 1 · Source 2 · Source 3 · Source 4 · Source 5 · Source 6 · Source 7
A current amount has not been established here. Check the official court fee schedule and fee waiver or deferral instructions with the filing court. Confirm with the responsible court.
Deadlines
- No complete deadline inventory or personal date calculation is supplied. Read the actual notice, order and current official instructions. If a date may have passed, seek prompt legal help rather than assume that no options remain.

After filing
- The petition must address that statute’s facts, requested restrictions and notice/service procedure. A court determines whether an initial order and continued protection are justified; filing a form alone establishes none of those findings.
- Review whom it protects, restrictions, duration, service and hearing rights. Civil-order proceedings and any criminal investigation/enforcement can coexist but are not the same case or proof determination.

Possible remedies and their limits
Civil stalking protection
When to consider: Repeated unwanted contact may satisfy the statutory alarm/coercion and safety requirements.
Limits: The court must assess the statutory standards; any unwanted contact or distress alone does not establish a qualifying order. Source 4
Sexual Abuse Protection Order
When to consider: Sexual abuse and reasonable fear may fit SAPO’s specified conditions.
Limits: The cited section excludes family/household relationships and requires an adult respondent, and lists existing-order restrictions. Do not assume FAPA’s relationship framework is SAPO’s. Source 3
