Identify the dispute and the correct recipient
Gather the agreement, receipts, messages, and payment records. Confirm the person or business involved and a reliable contact route. Check whether your type of dispute has a special notice requirement before using a general letter.
Make a factual, itemized request
Explain what happened, what you are requesting, and how you calculated the amount. Oregon’s small-claims plaintiff instructions require a good-faith collection effort before filing and a statement under oath that you tried to resolve the issue. A written request can help you document that effort.
Keep the request and delivery record
Keep a dated copy, the method of delivery, any receipt, and the response. Include a practical way to reply. A date you choose for a response is not automatically a statutory waiting period and does not extend the time to bring a claim.
Check the court process before filing
Read the current official plaintiff instructions and the information for the court where you plan to file. Confirm the proper parties, court, amount, service requirements, and deadlines. Circuit-court forms and justice-court procedures can differ. Get legal help if a protection order or safety concern affects communication.
This is a general preparation checklist, not a ready-to-file pleading or a substitute for a claim-specific notice. Do not add a threat of criminal action to collect a civil debt.
