Multnomah Early Childhood Program (MECP): referral and evaluation: practical steps: next steps

Guidance reviewed 2026-10-18. MECP publishes parent/provider referral forms, phone and email referral routes, and multilingual brochures for EI/ECSE evaluation throughout Multnomah County.

Start here: Confirm the child is birth to five in the MECP Multnomah County service area; David Douglas administers the program across the eight named school districts.

Where and how to proceed: full steps and checklist

1. Is this for me?

Children birth to age five with developmental concerns in Multnomah County. MECP serves all eight named county school districts, not only David Douglas. Eligibility for services is decided through the program evaluation process.

Service area: Multnomah counties

2. What should I prepare?

Some documents may be conditional. Ask about alternatives. Checkmarks are temporary and are not saved or sent.

3. Where and how do I submit?

Call 503-261-5535, or email the parent/provider referral form to mecprecords@ddouglas.k12.or.us; fax is also published on the referral page. Choose the medical/community-provider form if referring in that role.

Timing: MECP publishes a 24-48 hour return-call aim and asks families to call again if no response within 48 hours. This is not a guaranteed evaluation or placement date.

4. What will it cost?

MECP states that screening, evaluation and services are free to families. This does not promise eligibility, a particular therapy or a reserved classroom place.

5. What happens after I submit?

The published return-call aim is 24-48 hours. If no response within 48 hours, call again as the referral page instructs; keep referral and appointment details.

6. What if something goes wrong?

If you live outside the service area, ask for the appropriate county EI/ECSE provider. If you used an online screening tool, do not assume it sent your results or made the referral.

Language, disability and offline help

Request a paper ASQ or brochure in the languages listed on the MECP page, and ask intake about interpretation and accessible submission. No particular language-specific appointment is guaranteed.

Screening, evaluation and services are published as free to families. The Oregon Screening Project does not automatically send results to MECP; sharing and referral are separate steps.
